Each committee unites member leaders and subject matter experts to address key issues, shape policy, and strengthen EMS in California. Board Of Directors

The California Ambulance Association’s Board of Directors provides strategic leadership and governance for the association, guiding its mission to advance EMS and ambulance services across the state. Comprised of elected industry leaders, the Board sets priorities, oversees policy, and ensures that CAA’s programs, advocacy, and initiatives effectively serve members and the broader EMS community. Through their expertise and vision, Board members help shape the future of ambulance services in California.

Meeting Cadence: Monthly, Fourth Wednesday.

CAAPAC Committee

The mission of the California Ambulance Association Political Action Committee (CAAPAC) is to lawfully solicit contributions from CAA member companies in support of advocacy efforts. CAAPAC is committed to ensuring that all contributions are directed exclusively toward political campaigns and individuals acting in full compliance with California law.

Meeting Cadence: Annually, 1-2 times.

Education Committee

The Education Committee of the California Ambulance Association is dedicated to creating, identifying, and sharing high-quality educational content that addresses executive, operational, and payer-related issues within the ambulance industry. The committee plans and oversees many key CAA events, including the CAA Convention, Stars of Life Celebration, CAA @ The Capitol, and Ready, Next Leadership Education. Year after year, it delivers timely, relevant, and practical resources that strengthen understanding of industry trends, quality measures, and essential data, supporting continuous growth, enhanced knowledge, and the advancement of excellence in ambulance services.

Meeting Cadence: Monthly, Second Friday.

Legislative & Agency Relations Committee

The Legislative & Agency Relations Committee is dedicated to developing, monitoring, and addressing legislation and regulations that affect the ambulance industry. The committee also supports the California Ambulance Association’s legislative advocate by representing the association’s interests within the Executive, Legislative, and Administrative branches of state government, ensuring that the voices of EMS providers are heard and considered in policymaking.

Meeting Cadence: Bi-Weekly, Thursday.

Human Resources Collaborative

The HR Collaborative serves as the primary advisory group for CAA members, proactively monitoring current and upcoming regulations. The committee provides guidance, support, and resources to help members remain compliant and strategic with significant HR laws, shaping policies, procedures, and best practices that minimize risk and strengthen organizational compliance initiatives.

Meeting Cadence: Monthly, First Thursday.

Operations Committee

The Operations Committee brings together EMS leaders and professionals to address the day-to-day challenges and strategic priorities of ambulance service operations. Focusing on best practices, efficiency, and innovation, the committee provides members with guidance, resources, and peer insights to optimize operational performance, enhance patient care, and strengthen the overall effectiveness of their organizations.

Meeting Cadence: Monthly, Second Tuesday.

Payer Issues Committee

The Payer Issues Committee is dedicated to addressing challenges and facilitating the exchange of information related to ambulance reimbursement. The committee develops and maintains relationships with key agencies and entities, including the Centers for Medicare and Medicaid Services (CMS), the Medicare Carrier (Noridian), the Department of Health Care Services (DHCS), the Medi-Cal intermediary (Xerox), California Prison Health Care Services (CPHCS), Managed Care Organizations, and other relevant payers. By fostering these connections, the committee ensures that CAA members stay informed and engaged on critical reimbursement issues affecting the ambulance industry.

Meeting Cadence: Monthly, Second Tuesday.
